The author examines the questions revolving around the development of a new ocean concept and program given the new changes in Russia's geopolitical position and the negative impacts on its navel potential. He examine the issues of trade and port infrastructure, bio-resources, the Russian continental shelf and the mineral resources under Russian jurisdiction and finally military/naval interests and current status.
